Colomer is Professor of Political Science at the University of Bristol and the University Pompeu Fabra in Barcelona. He has been full time professor in Chicago, New York, Washington and Mexico. He is an elected member of the Academia Europaea and life member of the American Political Science Association. Author of two dozen books, including Political Institutions (Oxford Universitty Press 2003), Handbook of Electoral System Choice (Palgrave-Macmillan 2004) and Great Empires, Small Nations (Routledge 2007).   内容摘要/Summary:       大帝国与小国家,而不是“主权”国家,是当今世界扩展自由、民主与福利的支柱。近几十年来民主在世界范围内的散播是与多元小规模政治联合体的创生相伴随的。这一现象同时与自由贸易、安全、交往的大范围扩张相协调,尽管遭遇来自传统主权国家的障碍,但得益于少数支持市场经济关系与民主政府形式的大“帝国”的组织,例如美国和欧盟。 中国,以其巨大的规模、高度的民族多样性和政治复杂性,同样可以被视为“帝国”;考虑到其在上述政治体供给中的机会与要求,我们应期待着这一“帝国”的进一步发展。      Great empires and small nations, rather than ‘sovereign’ states, are the pillars for expanding freedom, democracy and well-being in the current world. The diffusion of democracy across the world during the last few decades has accompanied the creation of multiple political units of small size. This is being compatible with the expansion of large areas of free trade, security and communication, in spite of the obstacles raised by traditional sovereign states, thanks to the organization of a few great ‘empires’ supporting market economic relations and democratic forms of government, such as the United States of America and the European Union. China, for its huge size and its high levels of ethnic variety and political complexity, could also be considered to be an ‘empire’ and look forward to further developments according to the opportunities and requirements this kind of polity supplies. 阅读次数:
